This issue usually happens when Facebook has flagged your account or payment setup for something unusual — even if you’ve never run ads before. The "Payment is disabled" error likely means there’s a restriction on your ad account or business profile that prevents it from moving forward.

Here's how to fix it:

1. Check for existing restrictions:


Go to Facebook Business Settings and look under “Ad Account Settings” or “Payment Settings” to see if there are any red flags or unresolved issues. Sometimes there's a pending payment method or flagged activity.

2. Try using a different Business Email:
Sometimes using a new email address (especially one that hasn’t been used for a business or ad account before) can help. Preferably use a business domain email if you have one.

3. Use a different browser or incognito mode:
Try opening business.facebook.com/create in a private window or a different browser to see if it lets you start fresh.

4. Contact Meta Support:
If all else fails, go to the Meta Business Help Center and open a chat support ticket. Ask them directly why your account creation is blocked due to “payment being disabled.”
